Acceptable Use of Electronic Resources

Internet filtering is activie on all library computers.

  1. Scope: Kansas City Public Library maintains a website, provides access to the internet, offers printing, and provides access to many other types of electronic resources. This is done as a way to fulfill our mission.
  2. Public Use of the Internet: The World Wide Web is a global electronic network that is vast, dynamic, and unregulated. Because of this, information may not be accurate, current or complete. Some information, commentary, images, and sounds may be offensive or disturbing for some users. Because of this, library customers are advised to exercise critical judgment when using information found on the Web.
    Rules Governing Use:
    • Users may not attempt to access security-related or otherwise confidential information without explicit authority to do so.
    • Users may not use library systems in a manner that intentionally or negligently disrupts normal network use and service, such as spreading computer viruses or unauthorized access to protected and private network resources.
    • Users may not use library systems to falsely identify themselves, falsely represent themselves, the Library or any of its policies, services or practices, or otherwise commit forgery or fraud.
    • Users may not use library systems for the purpose of libel, slander, or any form of harassment.
    • Users may not distribute unsolicited advertising while using library systems.
    • Users may not invade the privacy of others.
    • Users may not use the Internet for any illegal activity, including violation of copyright or other rights of third parties, or for purposes that violate Federal, state, or local law.
    • Users are prohibited from participating in online gambling websites.
    • Users are prohibited from publicly displaying sexually explicit material, according to the Missouri Revised Statutes (section 573.060).
  3. Public Use of Computers, Hardware, and Software: Kansas City Public Library offers computers at all locations for use by customers. These computers are equipped with printers and are loaded with a variety of popular software packages.
    Rules Governing Use:
    • A valid Kansas City Public Library card is required to sign up for computer use.
    • Installation, downloading, or modification of software is prohibited.
    • Users will respect copyright laws and licensing agreements.
    • Users will not make any attempt to gain unauthorized access to restricted files or networks, or to damage or modify computer equipment or software.
    • Users will respect the privacy of other users and will refrain from attempting to view or read material being used by others.
    • (mentioned above as well) Users may not use library systems for the purpose of libel, slander, or any form of harassment.
    • Users may only have one active library card number registered in the user database.
    • Users may use library computers for allotted time per day, across locations.
    • The library is not responsible for the loss of personal electronic documents, diskettes, CDs, and/or files.
    • Credit balances created on print accounts with the Library are non-refundable.
  4. Access by Minors: Kansas City Public Library presents many educational and recreational opportunities for minors, including access to the internet. Just as library staff selects material for children and young adults, they also select resources designed for these age groups. The internet provides access to a wide variety of viewpoints on topics of interest. As with other materials, parents may find that some Internet sites aren’t appropriate for their children.   5. Statement of Confidentiality: Kansas City Public Library considers computer transaction logs, electronic mail, and other electronic information that is traceable to the library customer as confidential. This information will not be divulged to anyone other than the user. The Library resists the issuance or enforcement of any such process, order or subpoena until such time as a proper showing of good cause has been made in a court of competent jurisdiction.
  6. Compliance: Kansas City Public Library reserves the right to take appropriate action to insure compliance with this policy.
  7. Subject to Revision: Kansas City Public Library will continue to monitor changes and trends in Internet and computer technology and use, and will revise this policy as needed.
